The properties say it is a version 14.0.0.162 of a 'setup launcher' copyright Micro Focus 2006. I downloaded a 150 MB copy of it from CNET but it doesn't install. The Personal Edition is fine as I'll only be compiling some small sample programs and it is not for commercial use.
